The Town of Assiniboia is committed to welcoming new sustainable Industrial, Commercial, and Residential investment. Our Strategic Plan emphasizes readiness, partnership, and long‑term community growth — and our updated incentive programs reflect that commitment.
Through Tax Incentive Policy #155 and the Assiniboia Business Revitalization Grant Policy #840, the Town provides a suite of tools designed to support development, encourage revitalization, and strengthen our local economy.
Assiniboia Business Revitalization Grant (Policy #840)
Supporting improvements throughout the entire Assiniboia Business District
The Assiniboia Business Revitalization Grant replaces and expands the former Main Street Revitalization Grant. This refreshed program now supports all commercial properties within the Assiniboia Business District — including C1, C2, C3, and IND zones.
✔ Purpose
To promote the rehabilitation, restoration, and improvement of commercial properties, enhancing the appearance, accessibility, and vitality of Assiniboia’s business community.
✔ Funding Structure
A matching grant:
- Town contributes up to 50% of eligible project costs
- Maximum Town investment: $5,000
✔ Eligibility Snapshot
- Property must be located in the Assiniboia Business District
- Applicant must be a member of the Assiniboia & District Chamber of Commerce
- Property must be taxable and assessed as Comm‑Other
- Tenants require written owner consent
✔ Eligible Projects Include:
- Storefront improvements (doors, windows, façade work)
- Awnings, canopies, cornices, parapets, eaves
- Exterior lighting upgrades
- Signage attached to the building (as part of a larger façade project)
- Accessibility improvements (ramps, automatic doors, barrier‑free pathways)
- Architectural/design fees (up to 10% of approved grant amount)
- Rear/side improvements when visible from major corridors
✔ Important Notes
- Projects must be minimum $5,000 (before GST)
- No work may begin before approval
- Two contractor estimates required (with local‑provider exception)
- Projects must be completed within one year of approval

Commercial & industrial Tax Incentives (Policy #155)
Encouraging business development, expansion, and manufacturing investment.
1. New Commercial & Industrial Construction
A three‑year tax abatement to support new builds:
- Year 1: 100% exemption (land & improvements)
- Years 2 & 3: 100% exemption (land & improvements)
- Includes Municipal + Education levies (Education portion subject to Ministerial approval)
2. Commercial & Industrial Expansion / Addition / Renovation
For projects $50,000+ requiring a building permit:
- Year 1: 100% exemption on improvements
- Year 2: 100% exemption on improvements
- Includes Municipal + Education levies (Education portion subject to Ministerial approval)
3. Manufacturing Businesses
Council may negotiate customized incentives, including:
- Up to 5 years abatement (Municipal + Education levies)
- Subject to Ministerial approval for Education levy exemptions
🏡 Residential Tax Incentives (Policy #155)
Supporting neighbourhood renewal and housing growth.
1. New Residential Construction
Two‑year abatement for new homes on vacant lots:
- Year 1: 100% exemption (land & improvements)
- Year 2: 100% exemption (land & improvements)
2. New Infill Residential Construction
For new homes built after demolition of an older home on the same lot:
- Two‑year 100% exemption (land & improvements)
- Includes 30,000 kg of waived landfill fees for demolition waste
3. New Multi‑Unit Residential (4+ units)
Encouraging density and housing diversity:
- Two‑year 100% exemption (land & improvements)
🎨 Public Art Policy #830
Building on the legacy of the original Public Art Grant, this policy supports public art installations that enhance community pride, beautify shared spaces, and celebrate Assiniboia’s creative spirit — especially within the downtown commercial district.
