summer program brochure

  • The Parks and Recreation Department will be producing a Community Summer Program Brochure at the end of May. Any community non-profit organization that would like to have their event or program placed in the brochure should contact the Parks nd Recreation Director at 642-3383 by May 15th. This brochure will take in the months of June to September 2008.

spring clean-up

  • THE MONTH OF MAY IS SPRING CLEAN-UP MONTH
  • We ask that all acceptable materials be placed
  • in the backlane on or before Monday, May 19, 2008.
  • Collected by the Town of Assiniboia:
  • All materials for pick-up must be placed in the backlane in an orderly manner and placed in waste containers, bags, or boxes and should not exceed 20kg or 44 lbs. Please have branches, etc. cut in 4 foot lengths.

There will also be a metal pickup in order to assist everyone in cleaning up their backyards. Metal such as fridges, stoves, freezers, washer, dryers, and hot water heaters are to be placed beside the backlane for pickup. Please be advised that before any air conditioners, fridges, freezers, etc., will be picked up, the Freon must be removed by an Authorized Dealer, and the appliance marked with a sticker showing that the Freon has been removed. Old furniture is also welcome. Please ensure that you do not obstruct the backlane traffic with your refuse.

  • Not Collected by the Town of Assiniboia:
  • Whole trees, more than a truckload of banches/shrubs, or more than a truckload of building materials (shingles, lumber, carpet, etc.) cement, concrete or automobile parts. These items must be taken to the landfill site by the homeowner. For dumping of special materials, car bodies, fuel contaminated soil, batteries, etc., at the landfill site, contact the Town Office for charges and information.

  • Household Hazardous Waste Days are held to help the public dispose of unwanted household chemical products. This is a pilot program by the Minister of Environment and Product Care Association.
  • The following products can be dropped off on June 14th:
  • - Adhesives: contact cement, caulking, sealer, carpet/lino adhesives, glue
  • - Aerosols: hair spray, insect repellent, lubricant spray, furniture cleaner
  • - Automotive: used engine oil and filters, antifreeze, batteries, carburator   cleaners, oil fuel, windshield cleaner
  • - Batteries: automotive, cell phone, dry-cell, NiCad, lithium, alkali,         lead-acid
  • - Cleaners: oven cleaner, toilet bowl cleaner, glass cleaner, spot remover,   disinfectants, car wax

    municipal composting project

    • Assiniboia Compost Inc., with support from the Town of Assiniboia, will be beginning pickup for the summer season. The first day for FREE sidewalk pickup of "compost materials" from the front curb will be Friday, May 9th, 2008.

WASTE COLLECTION HELPFUL HINTS

Every working day your refuse collector picks up large volumes of waste. Plese follow these suggestions to help make collections safer and easier.

  • - Keep It Light: Garbage bags or can should not contain more than 25kg.   Tree branches should be cut into 4 foot lengths and bundled for easy   pickup.
  • - Bag The Loose Stuff: Make sure all loose materials, light plastics and   bits of paper are put into bags to avoid unwanted clutter. Make sure to   double bag cat litter, vacuum cleaner dust, sawdust, or pet feces.
  • - Let It Flow: Make sure that you are able to place lids securely on the   can once you have filled them. This will prevent your lids from blowing   away.
  • - Keep It Clean: Make sure you keep the waste collection site clean and   tidy.
  • - Buying A New Can? Make sure it is water tight, rust resistant metal or   plastic container of circuler design, having a metal or plastic water tight   cover and a smooth rim with rigid handles.

    • Saskatchewan Environment requires that at least once each year, waterworks owners provide notification to consumers of the quality of water produced and supplied, as well as information on the performance of the waterworks in submitting samples as required by a Permit to Operate a Waterworks.

    A summary of Assiniboia's water quality and sample submission compliance record for the 2007 fiscal year are now available and may be optained at the Town Office during regular office hours.

    • All submissions and requests to Council, including delegations, must be received by the Administrator of the Town of Assiniboia by 5:00 p.m. on the Thursday prior to Council's regularly scheduled meetings.  Council meets on the first and third Monday of each month at 7:30 p.m. in the Asaskan Complex Council Chambers.  

    2008 tax prompt payment notices

    • The Town of Assiniboia 2008 Tax Prompt Payment Notices have been mailed out. This is NOT your official notice as these amounts are based on the 2007 Tax Levy.
    • Discounts for payment on Current Taxes are as follows:
      • 1% on amounts paid on or before May 31, 2008

    There is no discount allowed on frontage rates.

    The Town of Assiniboia Bylaw N. 861 requires that ALL dogs be licensed. Permitting your dog(s) to run at large results in problems to other property owners and, as such, will not be tolerated.

    The following is a breakdown of charges for the impoundment of any dog:
    Running at Large $ 50.00
    Impounding Fee $40.00
    Not Licensed $ 30.00
    Additional Charge $20.00 (Dogs impounded more than once/year)

    Excessive barking and howling is an offence under Section 21 of Bylaw
    No. 861 and liable to a $50.00 fine.

    We would appreciate your co-operation concerning these matters.

    All dog licenses expire on the 31st of December in any given year.

    • business licenses

      • Anyone intending to perform any type of operation/business in the Town of Assiniboia, must make application for a Business License prior to commencement of such business.  The penalty incurred, as a result of failure to purchase a Business License, is a fine of $300.00 to $500.00, plus the cost of such Business License.
      • Please ensure that any salesperson, contractors, etc., coming to your home has purchased a Town of Assiniboia Business License.  If you are unsure of the validity of the business, please contact either of the following:

      • Your co-operation in notifying the Town of any such operation/business which may be in Town without a license would be appreciated.

      PAINT RECYCLING

      SARCAN now accepts leftover paint. Consumers can take leftover household paint to any SARCAN depot year round, at no charge. Household paint is limited to containers no larger than 5 gallons. The following are examples of paint that are accepted: interior and exterior paint, varnishes and urethanes, stains, barn, fence and porch stains, shellac, wood finishing oils and stains. Aerosol cans are also accepted - up to 24 ounces. Empty paint cans are accepted as well; however, bulging paint cans and industrial paints are not accepted.

  • SARCAN suggests that for your own safety, paint should only be returned in the original containers whenever possible. Also, the container should be tightly sealed. Do not return paint in glass containers, or mix different types of paint products together.

  • rECYCLable materials

    The Town of Assiniboia requests your assistance and co-operation in the use of the Blue Recycling Bins for paper products. Please ensure that only clean paper, suitable for recycling, is deposited.

  • Soiled papers are not recyclable and will be picked up with regular household garbage. The placement of soiled materials increases municipal costs as the garbage must be removed and it poses a health risk for personnel handling the materials.

    Please recycle only clean paper and cardboard as per the following listed materials. Your co-operation is appreciated!

  • SCHOOL SPEED ZONES

    • Can you spare 10 seconds? That's the additional time it takes to drive through a school zone at 40 kilometers an hour instead of 50. Reducing the speed limit in the school zones allows more time for motorists and pedestrians to react in hazardous situations. It could avoid a tragedy. Every year, hundreds of children travel to and from schools in Assiniboia. Their safety is a high priority with the Town of Assiniboia. As a motorist, you have a responsibility to obey posted limits and drive in a safe and courteous manner. Ten seconds - the difference could save a life.

      - Young children tend to think cars can stop instantly.
    • - Children believe that if they can see your car, you can see them.
    • - Children under 10 do not accurately judge vehicle speed or distance.
    • - Vehicle-pedestrian accidents involving children tend to result in serious   injury, even death.
      • Water and sewer past due notices

      • Water bills are issued every two months for residential addresses, and every month for commercial addresses.
      • Water bills are due on the 24th day of the month, and a 2% penalty is added to all outstanding accounts on the 25th day of the month.
      • Effective May 1, 2007, past due notices will be mailed 7-10 days after the original due date. If payment of this bill is not received within two weeks from the date of mailing, water service will be disconnected.
      • NO FURTHER NOTICE WILL BE GIVEN.
      • In the event water service is disconnected, all arrears must be paid, and a $40.00 service charge to re-connect the water will be levied.
        • Water and sewer deposits

        • All persons desiring to be supplied with water from the Town's water supply system shall make application at the Town Office. Effective May 1, 2007, each application shall be accompanied by the payment of a fee or meter deposit as follows:
        • - $120.00 - Occupants of a mobile home, trailer, or portable shack in the   Town of Assiniboia Trailer Court.
        • - $120.00 - Occupant of premises as renter.
        • - $75.00 - Occupant of premises as owner.
      • Water service will not be turned on until the deposit is paid in full.
      • Inaddition, if the water has been previously disconnected, a non-refundable service charge of $20.00 will be applied to connect the water.

          Water and sewer changeovers/disconnections

          • Please be advised that anyone who is moving from one residence to another is required to contact the Town Office prior to moving, to make arrangements for the continutation of their water and sewer account from their old address to their new address, or to have the water and sewer service disconnected. Failure to do so will result in the account holder being billed longer than necessary.
              • A water meter deposit is required prior to any new water and sewer account being connected and MUST be paid PRIOR TO THE CONNECTION OF ANY WATER AND SEWER SERVICE. This deposit is transferable to a new address for the same person and is refundable off the account holder's final bill.
              • If you are a landlord and know that your tenant is moving, please contact the Town Office as well, to ensure that the service is disconnected in the renter's name and either placed in your name, a new tenant's name, or disconnected.
        • Water CONSERVATION - DETECTING LEAKS

          Leaks can waste tremendous amounts of water. For example, water running steadily through a 0.8mm hole can waste about 150 gallons of water in a 24-hour period.

          To detect leaks follow this simple method:

          1. Locate your water meter.
          2. Rcord the meter reading at night after everyone in the household has finished using the water.
          3. Record the meter reading in the morning before any water is used in the home.
          4. Subtract the first reading from the last reading.
          5. If your meter reading indicates you are losing water check for leaks from pipe connections and plumbing fixtures (especially toilets). Fix the leaks as soon as possible.

          A common source of leaking water which often goes undetected occurs in worn toilet fittings. These leaks can often be found by simply listening to the toilet. A slight hissing sound may indicate water running unnecessarily. Another method of detecting leaks involves placing a drop or two of food coloring in the tank. If the coloured water enters the bowl without flushing the toilet, then a leak is present and you should call a plumber and have it fixed.

If you have sewage backing up into your home, DO NOT WASTE TIME - call the Public Works Department at the Town Hall at 642-3382 and they will send someone to your home to determine if it is a problem with the service line to your home or the Town's main line.
